definitely annoying. unfortunately there isn't much you can do about it because complain and hope the person is decent enough to ask permission and credit in the future.
Well, look, we all screw up from time to time. As a new LJ user and a total TechnoPutz, I took a couple of icons at first before I even knew what 'credit, comment' etc meant. The key is to admitting your mistakes and rectifying them. That's what makes a community solid, right? Also, love your red shoes icon. :-)
